The Essential Dispensary Business License Checklist

Opening a California dispensary takes careful preparation and a lot of documentation. Licensing is now handled by the Department of Cannabis Control (DCC), which absorbed the Bureau of Cannabis Control in 2021 and runs an online portal to expedite applications. Use this checklist to gather everything you need before applying for a dispensary business license.

Business Details. Start with the basics. For Business Type, choose Retailer-Storefront for a brick-and-mortar dispensary or Retailer-Non-Storefront for delivery. Business Information covers your structure (LLC, Corp, etc.), business name, address, phone, email, and SSN or tax ID. The Primary Contact—usually the owner—handles all communication with the DCC and is responsible for Metrc track-and-trace reporting. Declarations ask whether you’re registered with the Tax and Fee Administration and comply with the Compassionate Use Act and the Environmental Quality Act. The List of Owners must name any financial investors or business partners.

Required Documents. Compile these before you start, since each must be uploaded to the online licensing portal: Business Formation Document; Diagram/Floorplan of Premises; Evidence of Legal Right to Occupy (deed/lease); Financial Information (investments/earnings); Inventory Procedures; Labor and Peace Agreement; Proof of Surety Bond; Quality Control Procedures; Security Protocols; Transportation Process; County Cannabis Permit; and Government-Issued Identification. Application and License Fees. The license fee scales to projected annual revenue—including the 15% mandatory excise tax—and applicants select their estimated income range, paying only after approval. The application fee is due at submission and runs about $1,000 per application, with convenience fees added for credit or debit card payments.
