Do I need a Cannabis Retail License to Open?

Yes. DC voters approved the Legalization of Possession of Minimal Amounts of Marijuana for Personal Use Initiative (Initiative 71) in 2014 which decriminalized cannabis for personal use. Mayor Muriel Brown proposed the Safe Cannabis Sales Act of 2019 which would legalize adult-use recreational cannabis. There is no timeframe available on when the proposal will go into effect. Currently, only medical marijuana is being sold from nine pre-selected dispensaries.

What are the Cannabis Regulatory Agencies?

As of October 2020, the cannabis regulatory agency of DC is the Alcoholic Beverage Regulation Administration (ABRA).

How can I apply for a license in DC?

As of February 2021, Washington DC is not accepting dispensary license applications.

How much does a dispensary license cost?

An $8,000 fee is required to apply for a dispensary license with a yearly renewal of $16,000.

What are the customer age requirements for DC?

Patients and caregivers must be 21 years or older to buy or possess medical marijuana. Parents and guardians may complete a caregiver application for minors with a qualified condition.

Dispensaries are allowed to operate between 7:00am and 9:00pm.

Who do I report to for state compliance?

The Department of Health requires extensive inventory and sales reports every 6 months (January and July) tracked via a point-of-sale system. All records must be kept for a minimum of four years.

Are there daily purchase limits on cannabis?

Yes. Patients may purchase up to 2 ounces per 30 day period. The mayor has the ability to increase the 30 day limit to 4 ounces.

Can I start a delivery service in DC?

Cannabis delivery is currently outlawed in DC.
