What’s in the Bill?

Under SB 120, adults could legally possess:

  • Up to 30 grams of cannabis flower
  • 5 grams of concentrates
  • 1,000 milligrams of THC in edibles or infused beverages

The bill would also establish a Cannabis Regulation Board (CRB)—a new agency with exclusive oversight of the industry. The CRB would handle everything from licensing and compliance to enforcing safety and labeling standards.

Supporters say legalization would reduce reliance on the illicit market, improve consumer protections, and generate significant tax revenue at a time when the state is facing budget pressures.

What’s the Political Reality?
Earlier this year, the Pennsylvania House narrowly approved a separate legalization plan featuring a state-run dispensary model. That bill passed by a single vote, 102-101, before being rejected by a key Senate committee.

Backers of SB 120 hope its bipartisan roots and more traditional free-market approach will help it avoid the same fate.
