Under the compact, the White Earth Nation retains primary regulatory authority over its cannabis operations, ensuring that its standards meet or exceed state requirements. The Minnesota Office of Cannabis Management maintains secondary oversight, including annual inspections and the authority to address public safety concerns.
The agreement stipulates that the tribe can open up to eight dispensaries, with no more than one per city and three per county. Additionally, off-reservation sales are subject to state and local taxes, including Minnesota’s 10% cannabis gross receipts tax and applicable sales taxes.
