House Democrats Reintroduce More Act to Federally Legalize Cannabis

September 1, 2025

A group of 40 House Democrats has reintroduced the Marijuana Opportunity Reinvestment and Expungement (MORE) Act, which would federally legalize cannabis by removing it from the Controlled Substances Act. It also calls for expunging prior convictions and allowing re-sentencing for people still serving cannabis-related sentences.

The proposal includes a 5% federal sales tax on cannabis products to fund community reinvestment programs, expands access to small business funding, and establishes protections against discrimination for cannabis use or past convictions. Previous versions of the bill cleared the House but stalled in the Senate, and supporters say this version is another step toward aligning federal law with state policies and ending the decades-long war on cannabis.
