In Saskatchewan, you are allowed to purchase cannabis for medical as well as for recreational purposes.

License

The Saskatchewan Liquor and Gaming Authority (SLGA) issues cannabis retail licenses and regulates private individuals’ retail of cannabis products.

To operate in Saskatchewan, you need a permission from SLGA.

All applicants shall:

  • Not be a minor;
  • Use forms acceptable to Cannabis Authority;
  • Pay all fees;
  • Provide any information the Cannabis Authority requires for. 

Your retail site shall comply with any building, fire, health, and safety standards.

When applying for a license, the regulators will observe:

  • Your character;
  • Finance capacity;
  • Inventory tracking;
  • Security measures, etc.

Dispensary design requirements

A retail site is allowed to sell the following types of cannabis:

  • Dried cannabis;
  • Cannabis oil;
  • Fresh cannabis;
  • Cannabis plants;
  • Cannabis plant seeds;
  • Edible cannabis;
  • Cannabis extracts;
  • Cannabis topicals.

Operational requirements

A retail business owner or their employees must require age proof from every person purchasing cannabis and from every person who seems to be under 19 years. Those aged under 19 are not allowed within a store premises. 

You  shall not sell cannabis products to intoxicated people. 

Retail stores can operate between 8:00 a.m. to 3:00 of the following day. On January 1, it is till 3:30 a.m. A cannabis retail store shall operate minimum 6 hours a day for 5 days a week. 

Retail store employees must complete a service training program approved by the Cannabis Authority.

Only employees shall have access to cannabis products displayed. Products shall be locked in a container.  

Transaction requirements

To purchase, a person shall be aged 19 years or older. A customer shall show an ID card to a budtender. The document shall be issued by the government and include a photo and birthdate. 

Purchase limits

A customer can buy no more than 30 grams of dried cannabis or its equivalent from licensed online and private stores. 1 gram of dried cannabis equals to:

  • 5 grams of fresh cannabis;
  • 15 grams of solid containing cannabis;
  • 70 grams of non-solid containing cannabis;
  • 0,25 grams of cannabis concentrates;
  • 1 cannabis plant seed.

Label requirements

Labeling shall be compliant with the Cannabis Act issued by the federal government. All requirements you will find here.

Delivery

Remember that you are allowed to deliver to people within the Saskatchewan province borders. 

A cannabis retail store may deliver products through:

  • A licensed delivery service;
  • The use of a common carrier;
  • The delivery service with a special permit for home delivery pursuant to The Alcohol Control Regulations, 2016.

If you provide delivery, make sure that:

  • Delivery is conducted within working hours;
  • A customer provides ID card with age proof;
  • You sign a receipt for sale and confirm delivery;
  • You don’t deliver more cannabis than it is allowed to;
  • Cannabis products are packaged in a way they are not visible from outside.

A customer shall pay for an order before delivery.

Province reporting system

Federally licensed businesses must send reports directly to Health Canada. 

All licensees shall report to SLGA on a monthly basis. For reporting, a business owner shall be equipped with an inventory management system and sales tracking system. The systems shall be able: 

  • To complete customer transactions;
  • Manage inventory;
  • Create files for ordering;
  • Provide functionality for reporting cannabis sales and purchases as well as reporting taxes;
  • Keep business records.
