Selling Cannabis in Ohio: What Operators Need to Know

Ohio approved medical cannabis in 2016 and adult-use in November 2023 (Issue 2), with the first adult-use retail sales on August 6, 2024. The Division of Cannabis Control (DCC), within the Ohio Department of Commerce, regulates both programs, and most dispensaries serve both adult-use customers 21+ and registered medical patients.

Seed-to-Sale Tracking on Metrc

Purchase Limits & THC Caps (Updated by SB 56, March 2026)

Ohio’s SB 56 took effect March 20, 2026, updating the rules:

• Adult-use (21+): up to 2.5 ounces of flower plus 15,000 mg of THC in processed forms per day.
• Medical patients: up to a 90-day supply per their physician’s recommendation (with per-day dispensing limits).
• THC caps: extracts/vapes capped at 70% THC (down from 90%+); raw flower at 35% THC.

Home Cultivation

Adults 21+ may grow up to 6 plants per adult, with a maximum of 12 per household.

Delivery (Not Currently Permitted for Adult-Use)

This is an important Ohio distinction: adult-use cannabis delivery is not currently permitted. All adult-use sales happen in-store, and online orders fulfill as in-store pickup. (The DCC may adopt delivery rules in the future, and any delivery is limited/medical in nature.)
